Mixed drink? Or mixed drink to be?

I argue that due to the fact all alcohol sold in stores is mixed to some degree more or less with water... Isn't that technically already a mixed drink of it's own? I am joking of course d: Disclaimer: this would be a typical ultra (de)progressive not-actually-democratic style argument you might hear here in Washington State (EXCEPT IN REVERSE: here, they'd argue something to limit your access to such, regardless of what it is, with priorities on ending your rights in numerical order).
