Austin police release 911 calls, bodycam footage of in-custody death of Reice Samuel Brown, 27

The Austin Police Department (APD) has released body camera video and additional information regarding the in-custody death of a 27-year-old man earlier this month.

APD identified the victim as Reice Samuel Brown, who died following an incident on Research Boulevard in northwest Austin on Oct. 3.

APD said it received multiple 911 calls at around 3 a.m. that a man with obvious injuries was walking in the lanes of the Research Boulevard service road northbound. Callers reported that the man was bleeding.

When APD Officers Thomas Bores and William Simonton arrived at the scene at approximately 3:11 a.m., they located a man, later identified as Brown, and tried to speak to him and de-escalate the situation. However, police said Brown was not responsive to the officers' request and began to walk away. Then, according to APD, he began to seriously injure himself with a metal object.

APD said at that time, Officer Bores Tased Brown "in order to prevent further injury." The Taser was effective, and Brown fell to the ground.

APD said once the scene was made safe by removing the metal object Brown had used to harm himself, Bores requested Austin-Travis County EMS (ATCEMS) to come to the scene. The officers placed Brown in handcuffs and rendered aid to him using equipment from their first aid kids.

APD Officer Ethan Turk arrived at the scene and also assisted with providing first aid. Officers administered CPR to Brown prior to ATCEMS medics' arrival and when medics arrived, Brown was transported to a hospital in Round Rock.

At approximately 4:05 a.m., he was pronounced dead.

APD said because Brown was pronounced dead shortly after contact with officers, his death is being investigated as an "in-custody death." However, the medical examiner determines the cause and manner of death.
