LAPD release use of force video of an officer grabbing suspects' throat after he spat on an officer
On October 4, 2023, North Hollywood Division officers received a radio call to meet the Fire Department for an attempt suicide, located at the 4900 block of Forman Avenue. When officers arrived, they saw the Los Angeles City Fire Department (LAFD) personnel struggling to control the subject, later identified as 29-year-old Jesse Batten.
The officers immediately assisted LAFD and were able to handcuff Batten without incident. After Batten was placed on the rescue ambulance gurney, he became belligerent and proceeded to slap and spit on one of the officers. An officer attempted to push Batten away when a Categorical Use of Force occurred. During the use of force, the officer had contact with Batten’s neck area.
Batten was transported to a local hospital, where he was treated for alcohol intoxication. Batten did not sustain any injuries, nor did he complain of injury. Batten was subsequently arrested and booked for 243(B) PC – Battery on a Police Officer, Booking No. 6689105.
No officers or other citizens were injured during this incident. Force Investigation Division investigators responded to the scene and are investigating this incident.
